A failsafe operation for JobScheduler application can be ensure by configuring a backup cluster.Anyway, for the database used by the backup cluster a failsafe operation should be implemented, too.
For Oracle instead, you can use a tool such as Data Guardfail-safe environment includes clustering of JobScheduler, its database and storage sytem.
